The AEO program was designed after the US imported the c-TRAP (Customs Trade Partnership Against Terrorism) as a similar safety program, approved by the WCO (World Customs Organisation), following the terror attacks of 9/11.The purpose of both programs is to strengthen the protection measures in the global supply chain, focusing primarily on safety and compliance.The Community's intention is to give the AEO certification in trusted traders, who would benefit both on the simplifications level provided by the customs regulations, and also at facilities level of customs controls.

The concept of the Authorised Economic Operator (AEO) is to provide mutual international recognition. This means faster clearance of goods, avoid cumbersome procedures and ultimately the increase of the efficiency and competitiveness.

The recognition of a financial institution as the AEO program in accordance with the new EU Customs Code (Reg. No 952 / 2013 (269/ 10.10.2013) which is taking effect from May 1, 2016, is an important advantage, because establishes the AEO license holders as a reliable business partners to the international trade, with many more privileges and stringent compliance criteria, compared to other economic operators.Furthermore if the operator is authorised to safety and security measures, then it’s certified as transactional solvency and reliability.
